What I see is something rather different: 

1. average NDVI was below average all the time

2. some red and orange NDVI profiles that went through a negative period (-0.06 below average in June).

3. the red and orange profiles correspond with poor biomass and low  VCIx.

4. that we also have Jilin, Liaoning and Heilongjiang provincial CWAIs and Indicators that were not computed just to keep someone busy, but because they provide useful information.

You need to think again.

Note that NDVI pattern and profile are not the same as what was sent to me. Are these correct? Anna
